Project Background, Understanding, and Need for Study

Hughes County maintains jurisdiction over the majority of the roadway miles in the County.  Roadways not in County jurisdiction include US Highways 14 and 83, South Dakota Highways 34 and 1804, municipal-jurisdiction roadways in Pierre, Blunt, and Harrold, two short sections of road under Bureau of Indian Affairs jurisdiction on Crow Creek Tribal land, and a few private roads and driveways.

County responsibility includes approximately 585 miles of the 822 miles of roadways in the county.  This includes 33.1 miles of paved roads comprised of both Primary and Secondary County Highways.  Hughes County is also responsible for 21 bridges located throughout the county on both county and township roads.

County hard-surfaced roads in the study area include sections of 196th Street, Grey Goose Road, 293rd Avenue, and 319th Avenue/West Bend Road.  All other County roads are gravel-surfaced.  County roadways provide access to rural residences, recreational facilities, farms and ranches.

With population growth and the development of rural subdivisions outside of Pierre, traffic levels and patterns are changing and anticipated to continue changing over time.  As such, the SDDOT and Hughes County have recognized a need to establish baseline conditions, to categorize and prioritize roadways, and determine future transportation improvements for the County.
